FMCSA streamlines compliance rules for carriers, drivers and electronic logging devices

WASHINGTON — The Federal Motor Carrier Safety Administration has issued three final rules eliminating or revising compliance requirements for motor carriers, commercial driver’s license holders and drivers using electronic logging devices.

One rule revises the requirement that motor carriers and intermodal equipment providers sign and return completed roadside inspection reports. Carriers will now return completed reports only to states that request them.

A second rule eliminates the requirement that commercial driver’s license holders self-report traffic violations to their state of domicile. FMCSA said the requirement is no longer needed because state driver licensing agencies now exchange violation information electronically.

The third rule removes the requirement that drivers keep a copy of an electronic logging device operator’s manual inside the commercial vehicle. Drivers must still know how to operate the ELD, maintain accurate records of duty status and provide required information during roadside inspections.

“We appreciate FMCSA reducing the paperwork and compliance requirements by revising regulations that are outdated or ineffective,” said Ken Presley, vice president of industry relations and chief operating officer of the United Motorcoach Association. “These steps allow passenger carriers to spend more time on safe operations.”

All three final rules take effect July 22, 2026.
