Limousine Association urges Congress to back industry reforms

The National Limousine Association brought 81 members from 33 states to Washington on April 29 for its 25th annual Day on the Hill. The members met with nearly 90 lawmakers to advocate for legislative and regulatory reforms critical to small business operators in the ground transportation industry.

“Chauffeured ground transportation is a critical part of America’s transportation system, for both business and leisure travel,” NLA President Brett Barenholtz said. “Without thoughtful policy support, operators will face unnecessary barriers to growth and sustainability. We urge Congress to protect the future of our industry and the millions of Americans it serves.”

The NLA represents thousands of small transportation companies — 69% of which operate between one and 10 vehicles, and 96% fewer than 50 — including sedan, shuttle, limousine and motorcoach providers, as well as industry suppliers and manufacturers.

The association’s top 2025 policy priorities include:

  • Restoring bonus depreciation: Extending Section 168(k) to allow full expensing of new vehicle purchases in the year of acquisition.
  • No tax on tips: Supporting legislation to eliminate federal taxes on employee tips to improve workforce retention.
  • Enhancing Section 179 deductions: Increasing limits on small business equipment expensing.
  • Preventing congestion pricing impacts: Passing the Economic Impact of Tolling Act to require economic studies before cities implement congestion pricing.
  • Addressing commercial insurance costs: Creating a federal task force through the Surface Transportation Reauthorization Bill to examine rising commercial auto insurance costs.
  • Ensuring airport access: Extending FAA grant assurances to ground transportation providers to ensure equitable treatment and access at airports.

Rep. Mike Lawler, R-N.Y., joined NLA members for a roundtable ahead of their meetings. He expressed strong opposition to congestion pricing and pledged support for the industry.

The NLA, celebrating its 40th anniversary this year, said it remains committed to bipartisan cooperation to foster a fair operating environment and support reliable, safe transportation options nationwide.
