FMCSA Extends New Rule Compliance Date

The Federal Motor Carrier Safety Administration (FMCSA) announced today that the enforcement date for the much-reviled Lease and Interchange of Vehicles: Motor Carriers of Passengers has been extended until January 1, 2021.

The Agency recently proposed in a notice of public rulemaking to exempt traditional “charters” and “subcontracts” from the 2015 final rule with an original enforcement date of January 1, 2017.

After extensions, the rule had a January 1, 2019 enforcement date. However, the Agency stated, “This extension of the compliance date is necessary to provide time to consider all the issues raised in comments of the NPRM and to publish a [revised] final rule while giving motor carriers sufficient time to comply with the revised requirements.

UMA requested FMCSA announce the extension date they proposed in the NPRM as early as possible, so passenger carriers could make the appropriate arrangements.
